I'm a Rebel General and I would not mind... in fact, I would LOVE it if I couldn't use my ITV for interplanetary travel, or my ships to take me off a planet that my faction did not have 30% or more control over. We wouldn't deserve such luxuries! It would also add tactical maneuvering for assaulting factions, and make it easier to defend a planet. This of course, would still only affect GCW Officers.
