New "Faction Helper" system

New "Faction Helper" system added.

While considering various possible systems for Neutral/Civilian to participate in the upcoming GCW game update, we are testing this early version of the "factional helper" system.
The system is available on TCPrime and TestCenter for research/preliminary testing, and to get player feedback.
The faction helper system is just one of the various systems under consideration.
Use the /factionalHelper command to choose how you want to help (or stop helping) your favorite faction.
"Factional help" is currently limited to ground PvE and PvP combat only. All other systems will still continue to treat you as Neutral/Civilian.

We would like as many people to participate in testing of this system as possible. Please provide detailed information of any bugs you find in this system here. The more testing we can get the better this system will be.
