Mission Terminal question

I've been gone for a few months, and I just started a new character. Currently I'm level 8, and I was going to do the 10 missions per day thing to gain a few levels, except the only missions I received were for delivery missions, where there was no XP bonus at all. I had to go to an NPC then pick or drop something off, they seem new as I've never seen them before, or maybe I just haven't looked.

Is it because I am a low level? At what level can I start doing the 10 missions a day thing, or have they scrapped it completely?
